Introduction

As announced by the Chairman of the Olympic Solidarity Commission, Mr. Mario Vazquez Rana in the letter dated 9th December 2004. It is with great pleasure that we present to you the "Programme Guidelines for the National Olympic Committees" for the 2005 - 2008 Quadrennial plan.

The enclosed working document will offer You NOC all the necessary information and tools to apply for, and benefit from, the 2005 - 2008 World Programmes that were approves by the Olympic Solidarity Commission at its meeting of 22nd November 2004.The programme have been designed according to the NOC's wishes as expressed in the comment. formulated the 2001 - 2004 NOC questionnaire. We have made a significant effort to simplify the application and reporting procedures, whilst still retaining the possibility to offer the NOCs a large amount of flexibility in the deployment of the budgets allocated.

We have also enclosed in this bin Financial Procedures that must be followed by all NOCs when reporting on the Olympic Solidarity World Programmes. A standard financial report has been created to facilitate your work and to increase the understanding of the processes required to guarantee financial transparency.

We should like you to visit the chapter relating to the management structure of the Olympic Solidarity office in Lausanne. You will find in this document all the information needed to contact the relevant staff members. The Olympic Solidarity staff in Lausanne looks forward to working closely with your NOC to initiate, implement and follow-up all the activities organized within the framework of the 2005 - 2008 World Programmes.

In parallel, the Continental Association - Olympic Solidarity offices will soon provide you with complimentary information on the Continental Programmes that will be offered to each of their constituent NOCs during the 2005 - 2008 quadrennial. This and other complementary information that will be sent to you in the future can be easily integrated into this binder.

During the 2005-2008 quadrennial, Olympic Solidarity will offer the NOCs three methods to access financial and technical assistance.

  • World programmes offer the NOCs access to Technical, Financial and Administrative assistance for the organization of specific sport development activities”

    Olympic Solidarity has elaborated 20 distinct world programmes for the 2005 - 2008 quadrennial that highlight four main areas of sports development considered as essential for NOCs to accomplish the mission that is entrusted to them by the
    Olympic Charter. The four programme areas available to the NOCs during the 2005-2008 quadrennial and the world programmes offered in each area are noted below:

    The Olympic Solidarity (International) offices in Lausanne, will manage the world programmes in coordination with the respective Continental Associations, in order to achieve a greater specificity for the different continents and regions. Olympic Solidarity will also work closely with the International Olympic Sports Federations, IOC Commissions and various other partners in the Olympic Movement to develop and deliver these world programmes to all NOCs.

  • Continental Programmes
  • “Continental Programmes offer the NOCs access Technical, Financial and Administrative assistance which addresses the specific needs and priorities of the NOCs in that continent, as well as complementing the programmes offered at a world level and are administered by each Continental Association Olympic Solidarity office.”

    In according with the policy of decentralization of Olympic Solidarity, the five Continental Associations of NOCs listed below will offer specific Continental programmes to their constituent NOCs during the 2005-2008 quadrennial:

    ANOCA: Association National Olympic Committees of Africa
    OCA: Olympic Council of Asia
    ONOC:Oceania National Olympic Committees

    An axe of the strategy of the 2005 - 2008 quadrennial will be to reinforce the political and administrative decentralization of the Olympic Solidarity programmes towards the Continental Association thorough an increase in the funds available to each Continental Association and through offering a freedom of choice in the distribution of the funds allocated to the Continental Programmes.

    Following the approval the 2005 – 2008 quadrennial budget by the Olympic Solidarity Commission in November 2004, each Continental Association is required to decide upon the programmes, objective and budgets of the Continental programmes that will be offered to the NOCs during 2005 – 2008 quadrennial.

    The strategic management of the Continental programmes will be carried out by the five Continental Association Olympic Solidarity offices following consultation, and in complete coordination, with Olympic Solidarity (International) in Lausanne. The administration of the Continental programmes will depend upon the current administrative capabilities of the Continental Association offices to provide the required standard of services to the constituent NOCs. For the 2005 - 2008 quadrennial, the Olympic Solidarity Commission clearly wishes to strengthen all 1spects relating to the financial, technical and administrative coordination between Olympic Solidarity (International) and the Continental Association Olympic Solidarity offices.

    Olympic Solidarity (International) in Lausanne, will distribute the subsidies in coordination with the respective Organizing Committees of the Olympic Games (A THOC, TOROC & BOCOG) and the International Olympic Committee. All NOCs that participated in the Athens Olympic Games and the Torino Olympic Winter Games will receive these subsidies.

    The subsidy for the NOC's participation in the Beijing Olympic Games will form part of the 2009 - 2012 quadrennial budget as these fund, are derived from the revenues from the Beijing and Vancouver Olympic Games.

    Continental and Regional Games NOC Preparation Programme Guidelines

    • Objectives
    • Offer technical and financial assistance to continental level athletes for their preparation prior to their participation in multi-sports continental and regional games.

    • Beneficiaries
    • The athletes must have the following profile before their inclusion on this programme can be considered:

      • Practice a sport belonging to the Summer or Winter Olympic programme;
      • Be recognized as "Continental Elite" level but not necessarily able to qualify for the Olympic Games;
      • Are not benefiting from assistance from the following Olympic Solidarity programmes: "Olympic scholarships for athletes "Beijing 2008 or 2012 Training Grants for Young Athletes".

    • Description
    • This programme offers NOCs technical and financial assistance focused on the Preparation of athletes who aim to take part in multi-sports continental regional or other ( ex Commonwealth, Francophone) games. The activities covered focus specifically on training these athletes during the final phase of their preparation for these games.

      The programmes proposed by the NOCs should follow the rationale noted below:

      • Quadrennial plan: Planning over the quadrermial of all the multi-sport games in which the NOC expects to participate as well as the preparation projects envisaged for each.

    Team Support Grants
    Programme Guidelines
    • Objectives
    • Offer technical and financial assistance to one national team per NOC to prepare and participate in the Games of the XXIX Olympiad in Beijing or in an international, continental or regional competition.

    • Beneficiaries
    • The national teams must have the following profile before their inclusion in this programme can be considered:

      • A men's or women's national team of a sport in the Summer or Winter Olympic programme;
      • A team recognised as having an international competitive level.

    • Description
    • This programme offers NOCs technical and financial assistance focused on the preparation of a team hoping to qualify for the Beijing Olympic Games in 2008. NOCs that do not have teams that have the sufficient level to feasibly qualify for the Beijing Olympic Games will have the possibility to support a team for its preparation and participation in the following types of competitions:

      • Multi-sport Games
      • World Championships (Senior and Junior)
      • Continental Championships (Senior and Junior)
      • Olympic qualification competitions
      • Quadrennial plan: Planning over the quadrennial of the major competitions in which the team expects to participate, as well as the preparation projects envisaged for each. The NOCs will therefore be able to give priority to theapplications should be submitted at least two months prior to the beginning of the activities scheduled and should include a description of the activity, a forecasted budget and a nominative list of athletes in the team. The projects proposed should follow the quadrennial plan approved by Olympic Solidarity.


    Continental and Regional Games - NOC Preparation

    • Objectives
    • Offer technical' and financial assistance to continental level athletes for their preparation prior to their participation in multi-sports continental and regional games.

    • Beneficiaries
    • The athletes must have the following profile before their inclusion on this programme can be considered:

      • Practice a sport belonging to the Summer or Winter Olympic programme;
      • Be recognized as "Continental Elite" level but not necessarily able to qualify for the Olympic Games;
      • Are not benefiting from assistance from the following Olympic Solidarity programmes: "Olympic scholarships for athletes "Beijing 2008"" or "2012 , Training Grants for Young Athletes".

    • Description
    • This programme offers NOCs technical and financial assistance focused on the preparation of athletes who aim to take part in multi-sport continental, regional or other(ex: Commonwealth, Francophone) games. The activities covered focus specifically on training these athletes during the final phase of their preparation for these games.

      The programmes proposed by the NOCs should follow the rationale noted below:

      • Quadrennial plan: Planning over the quadrennial of all the multi-sport games in which the NOC expects to participate as well as the preparation projects envisaged for each. The NOCs will therefore be able to give priority to the games that they consider most important and chose to use their budget for a number of project. They may also wish focus only on the preparation of their athletes for continental games as was the case in the 2001-2004 quadrennial.

      • Preparation Project (s): The quadrennial plan can be composed of number of preparation project. For each games identified within the NOCs quadrennial plan a preparation project should be approved separately by Solidarity. Each project can be composed of various separate activities (ex. Sports, specific or multi-sport training campus athletes seminars )

      The budgets allocated to the preparation projects can be used to finance the following activities:

      • Costs relating to the organization of national or international training campus for athletes preparing for specific games;
      • Coaching costs for athletes; and
      • Cost relating to the participation of athletes in competitions considered as useful to their general training programme.

        Please note that the following activities will not be taken into consideration within scope of this programme:

      • Cost relating to the participation of athletes in the continental and regional games as these are covered by the Continental Association in question;
      • Purchase of equipment or uniforms for the NOC delegations; or
      • Assistance to athletes practicing a non-Olympic sport.

      Application Procedure

      A two-step application procedure should be respected for this programme:
      • Stage 1: General
      • At the beginning of 2005, the NOC should present to Olympic Solidarity a quadrennial plan that lists the continental and regional games in which the NOC intends to participate during the 2005 - 2008 period (ANNEX 1). The quadrennial plan should include a description of the preparation projects for each competition, detailing the activities that will be organized and the percentage of the total budget that the NOC wishes to allocate to each.

      • Stage 2: Specific
      • Subsequently, and following the approval of the quadrennial plan, the NOC should submit separate application forms to Olympic Solidarity in relation to each preparation project that the NOC has announced. This application form will be sent to the NOCs following approval of their quadrennial plan All applications should be submitted at least two months prior to the beginning of the activities scheduled and should include a description of the activity, a forecasted budget and a nominative list of athletes that will take part. The projects proposed should follow the quadrennial plan approved by Olympic Solidarity.

      Analysis and Approval

      The analysis of the NOC proposals will occur in two stages:

      • General
      • Olympic Solidarity will analyze each NOC's quadrennial plan and will confirm which specific preparation projects can be included and the maximum (provisional) budget available to the NOC for the quadrennial.

      • Specific
      • The proposals for the preparation projects will be analyzed and approved by Olympic Solidarity according to the following criteria:

        • The compatibility with the objective and guidelines of the programme;
        • The athlete profiles presented;
        • The budget coherence;
        • The feasibility of the preparation projects; and
        • The guarantee of the participation of the athletes in the respective games.

      Financial Conditions

      The quadrennial budget allocated to this programme amounts to US$ 12,500,000.

      Following the analysis and approval of the NOC's quadrennial plan, Olympic
      Solidarity will inform each NOC of the maximum budget available for the period of 2005 - 2008.

      The NOC will only receive the maximum budget if all preparation projects are carried out and the administrative requirements are fulfilled.

      The amount allocated to the NOC will depend on the scope of the proposal, the budget availability and the agreements of principle reached with the Continental Associations.

Olympic Day Run

International Olympic Committee founded on 23rd June in 1894 in Paris. At first 45 countries Olympic national committees celebrate the Olympic day participating Olympic day run. Now-a-days 169 countries. Olympic national committees celebrate 23rd June by doing day run. "Sports for all" is the main theme of this run. It shows that unity brotherhood, sympathy should remain everywhere. This year International Olympic Committee has to celebrate its 112 years birthday celebration in 23rd June, 2006.

Ministry of Youth & Sports, National Sports Council, All the national sports federation, Multi sports games & clubs, different schools children, the physical training institution of Bangladesh, deaf and dump association, Paralympics Association and athletes with disability participated in the events. Among others Ministry, Member of Parliament, Three Services Chief, Bayern athletes, dignitaries and members from all walks of life attended the event. At the finishing point cultural team organized band shows to commorate the association

Melbourne 2006 XVIII Commonwealth Games & Queen's Baton Relay

The Commonwealth Games brings together 71 nations from every corner of the world in a unique family spirit of shared history. The first Commonwealth Games took place in Ontario, Canada in 1930. Since then the Games have been conducted every four years except for 1942 and 1946. The 18th Commonwealth Games is due to be held in Melbourne, Australia during 15-26 March 2006.

The first Queen's Baton Relay was held during 1958 Commonwealth Games. Since then the Relay has become a much loved Games tradition. The baton's journey symbolizes the unity and shared ideals of the Commonwealth Nations, and enables communities beyond the host city to share the games celebrations. The Baton also carries Her Majesty's 'message to the athletes' from the Buckingham Palace to the opening ceremony.

The Melbourne 2006 Queen's Baton Relay is the world's longest, most inclusive relay - traveling to all 71 nations of the Commonwealth in a year and a day. Starting its epic journey on 14 March 2005, the Baton is now travel through Bangladesh the 52nd destination of the relay A five member Australian team has carried the Baton through Bangladesh, joined by a number of eminent sports personalities from the country.

Olympic Solidarity

The three-day IOC Regional Solidarity Medicine Course Concluded on Sunday th November with a view to take measures on prevention of doping in the sports arena of Bangladesh. Dr. Gur Charan Singh of Malaysia, Chairman of FIFA Sport Medical Committee, strongly recommended for the formation of a sports medicine committee under the Bangladesh Olympic Association.

Speaking at the concluding ceremony at the NSC conference room he urged the BOA to form a national live Olympic medical guideline for providing better treatment to athletes. He said Bangladesh sport medicine physicians are quite capable of providing treatment to injured athletes.

“Bangladesh doesn’t need to bring any expert for the purpose rather the local experts could train the physicians to give better treatment to world athletes” State Minister for Youth and sports M Fazlur Rahaman attended the closing ceremony as chief guest and he distributed certificate among the participants.

BOA acting secretary general Kutub Uddin Ahmed Precedent over the ceremony. BOA treasurer Monirul Huq and deputy secretary general Ishtiaq Ahmed were also present.

Dr. Ashok Ahuja, Head of the Department Sport medicine, Patiala Ideal and Dr. Ajaya rana of Nepal assisted Gur Charan Singh in conducting the course. BOA member Zaheer Ahmed and seniors Bangladesh sports medicine expert Dr. Omor Farooq acted as coordinators.The participants work: Saroj Krishina Shrestha (Nepal) Tek Bahadur Rai (Bhutan) Md. Nazmul Islam Akash, Md. Abidur Rahman, Nusrat Mannan Bonny, sohel Showkat, Jahir Uddin Ahmed, Shahed Chowdhury, Sheikh Kamrul Karim, Md. Mizanur Rahman, Abu Sayed Mohammed Hasan, Md. Forhad Hossain Chowdhury, Sk Muhammed Atiqur Rahman, Zannatul Maowa, Md. Salimur Rahman, Zakir Ahmed Shahinur Rahman Pervez, Anupam Hossin, Sakira Reza Nova, Sadia Wasik Rakhi, Bonday Ali, fakir Aminul Islam Sohel, Sailendu Bikash Mazumber (Physio) and Abida Sultana (Physio) From Bangladesh.

Introduction

Sports For All is a project of Bangladesh Olympic Association (BOA), to re-introduce the local games and ensure sports, for all categories of people, irrespective of age and physical capability. The games are- Golla Chut, Bou Chi. Saat Chara, Dariabandha, Ha-du-du, Ekka-Dokka, Kho-kho, Lathi khela, Ricksaw race, cow boy race, Table Tennis etc. In most cases, these sports originated in the people's very surroundings, are not the events of competition that the Bangladeshi sportsmen are competing in the international meets. Once upon a time these sport events were very popular and youths of the country used to play these games but now a day these games are gradually diminishing or on the verge of extinction. It is well saying that a population with healthy people could build a healthy nation. Keeping this in mind BOA decides to revive all those indigenous games for every sphere of life throughout the country, to ensure recreation and health through sports. Bangladesh Olympic Association, supported by International Inspiration and in collaboration with British Council Bangladesh, UNICEF and UK Sports, has successfully launched “Sports for All” Pilot Project in Noakhali.

Aim

Is to revive the local games and create awareness among mass people about the importance of games and physical activities.

Execution plan

Bangladesh Olympic Association (BOA) has execution plan for “Sports for All”, are as under:

1st Phase:
  • A Seminar to organize for conveying the message to all the stakeholders about the positive outcome of holding such event in reviving the local games. A guideline will also be provided to the organizers
  • District Sports Associations will select 3/4 Educational Institutions from 3/4 Upazillas with the facility of a proper playground. Thereafter, a training program will be conducted on the local games.
2nd Phase:
  • After the Training Program, a Competition followed by a Prize Distribution will be held in all the selected Institutions.
  • A Grand Finale will be organized in the District Stadium. Participants from different schools, colleges, and sports clubs of the District are also encouraged to participate in it other than the selected Institutions. Maximum coverage by the electronic & print media must be ensured.
  • Cultural Show will be organized to create a festive mood during the Grand Finale.
3rd Phase:
  • Inclusion of these local games in the Annual Sports Competitions of different Educational Institutions.
  • Adding these local games in the present Games & Sports competitions.
With this project, if local sports can be reintroduced in Educational Institutions and Sports Clubs and also in the society, then the physical activities among the youth will increase. As these games can be played in a very small space without any formal ground, it will solve the problem of shortage of playground.
